They have no blood in common (unless you count that time Lana was sort of a vampire and—yeah), but to Lana, Chloe is her sister. Not like a sister, not the closest thing to a sister, just her sister. She's family, and no matter how they're getting along, that's not going to change.
Though I have to say, sometimes Lana's afraid to tell her things. Chloe's an opinionated person and isn't afraid to say what she thinks, and Lana at this point is just so tired of feeling judged. It's enough that there are lots of strangers who do it. When she's with those closest to her, she just wants to relax and be able to spill everything. It does happen eventually with Chloe, she's just hesitant.
I think everyone knows part of Lana will always love Clark, even though she's madly in love with Sam. He was a lot of firsts for her, and he's helped shape her into the woman she is.
Though Lana believes that people work out their own destinies, she still believes that some things are meant to be and that everything has it's purpose. She knows her and Clark weren't meant to be together in the romantic sense, but she sees their relationship as a sort of preparation for her current one. She saw the mistakes she made with him and refused to make the same ones with Sam. For all that and many more lessons he's taught her, Lana is so thankful for Clark and everything they went through that she couldn't even begin to express it.
Clark Kent, you are driving your ex-girlfriend insane! At first all the taking care of her was sweet, but after a few months it gets irritating, especially once the hormones get thrown for a loop. Please relax a little before she starts loading her Beretta with Kryptonite ammo.
But now that we've gotten the surface emotions from a certain verse out of the way...yes, Lana still adores Clark, maybe even more than she had in the past. He no longer has her on a pedestal, but I think she has him on a bit of one. He's what she aspires to, or more wishes she was. He's so good and so stable, while her she is floundering around, struggling hard against her dark side, and generally making one big mess of everything. At least that's how she sees it.
No, they'll never be a couple again (at least not in the established verses—mun might have hope for something someday), but he'll always have a place in her heart and her life.
